Several kingdoms of Upper Peloria were conquered recently enough by the empire to have a separate status as tributary provinces. A Provincial Governor, appointed by the Red Emperor, oversees the collection of taxes and tributes, the gentle spread of Lunar religion, and the general cooperation of local rulers.
Most Lunar Provinces are rugged hills populated by worshipers of the Storm pantheon. Their customs and religious beliefs often puts them at odds with the Lunar cults, to the transition to the “Lunar Way” is not always peaceful and without problems. Several Lunar Provinces are currently dealing with rebellions and domestic terrorism.
